(Second Edition)
The second edition of this book entitled "A Basic Understanding of the Constitutional Court" was published in line with the Office of the Constitutional Court’s continual commitment in regard to the dissemination of introductory information on the Constitutional Court’s roles, powers and responsibilities to government agencies, educational institutions, as well as other collaborative organisations, domestic and overseas. At the time of publication, despite the promulgation of Amendment (No. 1) and Amendment (No. 2) B. E. 2554 (2011) to the Constitution of the Kingdom of Thailand B. E. 2550 (2007), which came into force as of 5th March B. E. 2554 (2011), the amended provisions do not in any way affect the substance or text enumerated in this book. Nonetheless, this edition has been supplemented by the addition of the law governing the Office of the Constitutional Court, i. e. the Office of the Constitutional Court Act B. E. 2542 (1999), and the Office of the Constitutional Court was greatly honored to have been presented with an English translation of the said Act prepared by Justice Chalermpon Ake-uru.
The Office of the Constitutional Court has been entrusted with the vital task of promoting knowledge and understanding of the Constitution and the Constitutional Court, including the roles and functions of constitutional organs, so as to raise the people’s understanding and appreciation of the roles, statuses and duties of those organs pursuant to the Constitution. It is sincerely hoped that this book would provide a basic text for an introductory understanding of the Constitutional Court as well as for promoting the people’s awareness of the various channels for submitting applications to the Constitutional Court so as to engage the latter in the protection and safeguard of the people’s rights and liberties. This in tum would be beneficial to the enhancement of mechanisms for the review and control of state powers in continuing with the aspirations and objectives of the Constitutional Court and the Office of the Constitutional Court.
